Look for a line in your image that should be either horizontal or vertical. Here the square boxes represent both of these. Select the Measure tool, which is located in the same tool set as the Eyedropper (I).

Starting at the upper-left corner of the left square, click and drag the Measure tool out past the upper-right corner of the right square.

Note: The longer the distance you draw to create your straight off-axis line, the more precise a measurement of the off-axis angle you get. This is why using the two horizontal lines in the square is a better choice than using a single vertical line.

Take a look at the Options bar and you will see that it will register the angle of this line to a within a tenth of a degree, here 1.4°.
