If you disable the Options bar, you can make it visible again by choosing Window | Options.

Tool Presets

On the left of the Options bar is a button that gives you access to the Tool Preset picker. A tool preset is basically your customized version of any tool in Photoshop. For example, if you find that you use 12-pt Verdana type more often than not, you could save those settings as a tool preset for the Type tool. Then, when you select this tool preset from the Tool preset picker in the Options bar, you have quick and easy access to that tool with those particular settings already selected.
